Important

Our research includes tax credit apartments, income-restricted communities, and properties with lower minimum-income requirements. Not every apartment we identify calculates rent based on your income. **Your list provides researched apartment options to explore. Each community confirms current rents, availability, eligibility, and screening requirements and makes its own approval decisions.**

Common Search Problems

## Why Affordable Apartments in Houston Are Hard to Pin Down

### Flood history you can't see on a Houston listing

An apartment can look fine on a tour and still sit in a mapped floodplain or have flooded in recent years. Most renters insurance policies don't cover flood losses.

**Why it happens here:** Hurricane Harvey flooded an estimated 5,000 to 15,000 apartments, condos, and townhouses across Harris County in 2017, and Texas law now requires landlords to give a written floodplain and flood-history notice.

**How we help:** If flood risk matters to you, say so in your request. Your tax credit and lower minimum-income options come with a reminder to ask for that notice before you sign.

### The 3x rent rule rules you out

Many properties ask for gross income of about three times the rent. Some use lower multiples, but listings rarely say so up front.

### The terms blur together

Tax credit, income-restricted, income-based, and Section 8 mean different things, and a listing may not say which one applies.

### Leasing calls eat your day

Calling property after property to ask about income rules takes hours, and you may still not get a clear answer.

### Application fees add up

Paying to apply at a community you turn out not to qualify for costs money you can't get back.

What We Research

## Three Kinds of Income-Friendly Communities We Research

We research tax credit, income-restricted, and lower minimum-income communities across Houston, from Katy and Sugar Land in the west to Pasadena and Baytown in the east, and north to Spring and Conroe.

###

Tax Credit Apartments

[/tax-credit-apartments/ →](/tax-credit-apartments/)

Research on Low-Income Housing Tax Credit communities, including income limits, rent restrictions, and what to confirm before you apply.

- Program type identified for each community (LIHTC / tax credit, set-aside tiers where verified)
- Maximum income limits by household size, with source and effective year when published
- Known minimum-income screening criteria, which can apply alongside maximum limits

###

Apartments With Lower Minimum-Income Requirements

[/lower-minimum-income-apartments/ →](/lower-minimum-income-apartments/)

Research on communities whose screening criteria may require less income relative to rent. This is not the same as a subsidized or income-restricted property.

- Known minimum-income criteria recorded with source and date
- Conditions noted where verified (guarantor, co-signer, additional deposit)
- Separates screening criteria from program income limits

Research on properties or designated units with income eligibility limits, plus a clear explanation of how they differ from income-based rent.

- Designated income-restricted units identified where verified
- AMI tier and household-size limits recorded with program, geography, and effective year
- Minimum screening income flagged alongside maximum limits

Local Knowledge

## What Shapes an Affordable Search in Houston

Houston spreads across **Harris County** and into **Fort Bend** and **Montgomery** counties, so the right search area depends on where you need to be each day. Many renters work **Downtown**, at the **Texas Medical Center**, or along the **Energy Corridor**, and each of those pulls a search in a different direction.

Flooding is part of the local picture. The Harris County Flood Control District estimates that **Hurricane Harvey** flooded 5,000 to 15,000 apartments, condos, and townhouses in 2017, and Texas landlords must now give a written floodplain and flood-history notice with a lease. If that matters to you, tell us, and your list will remind you what to ask.

Electricity works differently here than in Austin or San Antonio. In **CenterPoint Energy's** delivery area you choose a retail electric provider, so two apartments with similar rent can still carry different monthly costs. We note which utilities the tenant pays when we can confirm it.

### Freeway Rings, METRO, and Your Commute

Most searches here come down to the freeway rings. Tell us which side of **Loop 610**, **Beltway 8**, or the **Grand Parkway (SH 99)** works for your job, school, or family, and we'll keep research focused there instead of across the whole metro.

If you ride **METRO** buses or the **Red**, **Green**, or **Purple** METRORail lines, say which routes or stops you rely on. We'll factor transit access into the research and note it on your list when we can verify it.

Many renters also look past Harris County into **Fort Bend County** (Sugar Land, Missouri City) or **Montgomery County** (Conroe). A wider area can mean more options but a longer drive, so your request lets you say exactly how far you're willing to move.

### City and County Housing Authorities

Searches here often span two separate agencies. The **Houston Housing Authority (HHA)** serves the city, and the **Harris County Housing Authority (HCHA)** serves areas of the county outside city limits.

We don't issue vouchers or decide program eligibility. If you hold a Housing Choice Voucher or are on a waiting list, note it in your request. We can then research communities where voucher information is relevant and flag what to confirm with each property.

Local

tax credit communities

[/tax-credit-apartments/ →](/tax-credit-apartments/)

are part of the federal LIHTC program, which the Texas Department of Housing and Community Affairs (TDHCA) administers statewide. Income limits depend on the property's program, your household size, and the current year's published tables.

Got Questions?

## Houston Affordable Apartment Questions

### Do you research apartments in Katy, Sugar Land, or Pearland?

Yes. Katy, Sugar Land, Pearland, Missouri City, Spring, and the other suburbs listed on this page are part of our coverage. Tell us which ones you'd consider and how far you're willing to move.

### Is Harris County Housing Authority the same as Houston Housing Authority?

No. HCHA serves parts of Harris County outside the City of Houston, while HHA serves the city itself. We don't issue vouchers or decide eligibility, but we note your voucher status during research.

### Can you tell me whether an apartment has flooded before?

We can't certify flood history. Texas Property Code Section 92.0135 requires landlords to give a written notice about the 100-year floodplain and any known flooding in the past five years, so if flood risk matters to you, say so and your list will remind you to ask for that notice before signing.

### Can I limit my search to areas near METRORail?

Yes. Name the Red, Green, or Purple Line stops or the METRO bus routes you rely on, and we'll weigh transit access during research.

### Can you include Fort Bend and Montgomery County suburbs?

Yes. Sugar Land and most of Missouri City sit in Fort Bend County, and Conroe is in Montgomery County. Tell us which of these you'd consider alongside Harris County areas.

### Can I search inside Loop 610 and the suburbs at the same time?

Yes. Add the neighborhoods, suburbs, or ZIP codes you'd consider. Each community shows up on your list once, even if it fits more than one area.

### Does my electric bill depend on which apartment I pick?

It can. Most of Houston is in CenterPoint Energy's delivery area, where you choose a retail electric provider, so your plan affects the monthly total. Your list notes which utilities the tenant pays when we can confirm it.

### What happens if few apartments fit my budget near my job?

We'll say so plainly and point to preferences you could widen, such as adding Pasadena or Humble, a different bedroom count, or a later move date. We don't pad the list with options that don't fit.
