Please note

This guide is general information, not legal or program advice. Rules change, and each property confirms its own rents, eligibility, and screening requirements.

## The Frustrating “Too Low” Problem

It’s one of the most confusing parts of apartment hunting. You find an affordable apartment, check the income limit, and you’re well under it. Then the leasing office says your income is too low. How can an apartment for lower-income households turn you away for not earning enough?

The answer is that many

income-restricted apartments

[/income-restricted-apartments/ →](/income-restricted-apartments/)

have two income rules at once: a maximum set by the program and a minimum set by the property’s screening.

## Two Rules, Two Sources

![Graphic of an income range between a floor and a ceiling](/images/content/graphic-of-an-income-range-between-a-floor-line-an.webp)

| Rule | Who sets it | What it does |
| --- | --- | --- |
| Maximum income limit (ceiling) | The housing program, such as LIHTC | Keeps restricted units for households under a set income |
| Minimum income requirement (floor) | The property’s screening criteria | Checks whether the household can likely pay the rent |

Your household needs to fall between the two. Our guide on

minimum vs maximum income

walks through how to find that range.

## Why Properties Set a Minimum

Restricted rents are capped, but they’re still fixed amounts. At most tax credit and income-restricted properties, the rent doesn’t drop if your income is lower. Properties set minimums to check that a household can cover that fixed rent. A common approach is a multiple of rent, such as 2 or 2.5 times the monthly rent.

That’s very different from

income-based rent

[/guide/income-based-vs-income-restricted-housing/ →](/guide/income-based-vs-income-restricted-housing/)

, where your payment is calculated from your income. Without rental assistance, a restricted unit still has a set rent.

> **The key idea**
>
> Restricted rent is not income-based rent. Because the rent is fixed, many properties check that your income can support it.

## How Vouchers Can Change the Picture

If you have a Housing Choice Voucher, the voucher pays part of your rent. Applying a minimum-income rule to the full rent wouldn’t reflect what you actually pay. Federal guidance limits how tax credit properties can apply minimum-income rules to voucher holders, generally focusing on the household’s share of the rent. Practices vary, so confirm with each property. Read more about

## What to Ask

![Renter asking a leasing agent about minimum income rules](/images/content/renter-asking-a-leasing-agent-about-minimum-income.webp)

Before you apply, ask the property:

1. What is your minimum income requirement for this unit size?
2. Is it a multiple of rent or a dollar amount?
3. Is it based on gross monthly income?
4. Which income sources count, such as benefits, child support, or gig income?
5. Can household members combine income?
6. How do you apply the minimum if I have a voucher?
7. Are there alternatives, like a guarantor or additional deposit?

Get the answers in writing if you can. Criteria can change.

## If You’re Below a Property’s Minimum

You still have options:

- **Look at other properties.** Minimums vary. Some communities use lower ratios.
- **Consider a smaller or lower-rent unit,** if it fits your household.
- **Combine household income,** if the property allows it.
- **Ask about guarantors or deposits.** Some properties allow alternatives.
- **Research properties with lower minimum-income requirements,** which are a separate category of their own.

## An Example of the Floor and Ceiling Together

Here’s how it can play out, using made-up numbers. A tax credit one-bedroom rents for $900 a month. The property requires income of at least 2.5 times rent, which is $2,250 a month, or $27,000 a year. The program’s maximum for a one-person household at that unit’s tier is, say, $42,000 a year.

- A renter earning $24,000 a year is under the ceiling but below the floor. The property may decline the application on income.
- A renter earning $33,000 a year is between the two. Income-wise, they may fit.
- A renter earning $45,000 a year is above the ceiling for that restricted unit.

The first renter isn’t out of options. A voucher could change how the minimum is applied. A property with a lower ratio, a smaller rent, or combined household income could also make the numbers work. The point is to know both numbers before you apply.

## How We Help

When we research for you, we note known minimum-income criteria alongside maximum limits, with the source and date. Where a property’s minimum isn’t published, we flag it as needing confirmation so you can ask before paying a fee. Each community confirms its own requirements and makes its own approval decisions.

Got Questions?

## Common Questions

### Can I be too low-income for a tax credit apartment?

Yes, if your income is below the property's minimum screening requirement. Program limits set the ceiling, but the property may also set a floor.

### Do vouchers change minimum-income rules?

They can. Ask the property how it applies minimums when a voucher pays part of the rent.

### What should I ask about a minimum income?

Ask for the exact minimum, whether it's based on gross income, how income is counted, whether household income can be combined, and whether there are any alternatives.

### Is it legal for affordable housing to have a minimum income?

Properties generally can set reasonable screening criteria, subject to program rules and fair housing law. Some rules limit how minimums apply to voucher holders.
